DSWD: Guidelines on referral system for victims of violence issued

The Department of Social Welfare and Development (DSWD) said an inter-agency council has issued a set of guidelines for the establishment of a referral system on violence against women and children at the local government unit level.


The Inter-Agency Council on Violence Against Women and their Children (IACVAWC) provided services to meet the needs of victims-survivors of violence and their families, which include legal, medical, social and aftercare services provided by different agencies of the government.


Also emphasized in the guidelines are the need for coordination as women and children victims of violence have various needs that can rarely be met by a single facility, agency or organization. Coordinated efforts of various agencies should meet the needs of the victims-survivors, such as:


  • physical health,
  • psycho-social well-being,
  • economic security, and
  • legal protection

Member-agencies have outlined and identified their specific roles and responsibilities in addressing the needs of the victims-survivors. The DSWD and other local government units (LGUs) are mandated to provide victims with:

  • temporary shelter,
  • counselling,
  • psychosocial services and/or recovery,
  • medical assistance

"The guidelines require that members of the referral network are professionally competent to provide gender responsive intervention/s at each level to protect women and children victims-survivors from being re-traumatized.", it said.



The IACVAWC is composed of the Department of Social Welfare and Development (DSWD), Philippine Commission on Women (PCW), Department of Justice (DOJ), Department of Health (DOH), Department of the Interior and Local Government (DILG), Philippine National Police (PNP), among others.
