The city government of San Juan has identified the suspect in raping and killing an 11-month old baby girl, and was also caught on camera kissing the victim before he took her away.
"The City Government of San Juan seeks your help in the arrest of suspect Arnel "Digoy" Tumbali who mercilessly killed and raped the 11-month old girl found in Barangay Tibagan last August 1. The city will give P100,000 reward to the person who could lead our police team to the verified whereabouts and eventual arrest of Tumbali," it posted on its Facebook page.
Tumbali was seen on a closed-circuit television (CCTV) footage kissing the victim as the baby's parents were asleep.
The said footage was captured around 2 a.m. last August 1. After a few hours, the baby's lifeless body was found under a parked jeepney.
San Juan police has already filed a rape and homicide case in relation to Republic Act 7610 or violence against women and their children to the suspect, who still remains at large.
